1.    Gather all your paperwork. Create a file folder for each of the following:</strong><br />
o    Chequing accounts<br />
o    Savings accounts<br />
o    Retirement accounts<br />
o    Investment accounts<br />
o    Credit card accounts<br />
o    Loans<br />
o    Personal lines of credit<br />
o    Mortgage<br />
o    Insurance (life, disability, health, critical illness, home, car)<br />
o    Estate (wills and powers of attorney)<br />
o    Tax returns<br />
<strong>2.    Welcome to 21st-century banking.</strong> If you don’t already have it, set up telephone or internet banking for your accounts.<br />
<strong>3.    Reduce fees by setting up a buffer. </strong>If you can afford it, transfer a $1,000 float to your chequing account (pretend it isn’t there) and use that to minimize your banking costs.<br />
<strong>4.    Save automatically.</strong> Create an automatic withdrawal from your chequing account to a savings account that will not be touched. Most people won’t put money into a savings account on a regular basis and opt instead to wait for a tax refund or bonus before setting aside money for the future. Establish an automatic savings deposit every month and your nest egg will accumulate faster than you think. Opening an account under two names will require approval from each person for withdrawals. That way, you can keep each other in line.<br />
<strong>5.    Create a monthly bill summary.</strong> List your bills according to when they need to be paid to keep from missing a bill. If you have bills that are paid automatically from your account, write an “A” beside these bills and remember to deduct them from your spending journal when you pay bills each month.<br />
<strong>6.    Set up your in-baskets.</strong> Create an in-basket with two bills folders labelled “1–15” and “16–31.” When a bill comes in, look at the due date and put the bill in the appropriate folder. Recycle all the marketing crap in the envelope. Create a second in-basket with three folders labelled “bank statements,” “bills paid,” and “tax receipts.”</p>
<p><strong>WEEKLY</strong><br />
<strong>7.    Make a date with your money.</strong></p>
<p>Set aside time in your schedule on the 12th and 28th of each month to pay bills. You’ll need anywhere from 15 minutes to an hour, depending on your bills.</p>
<p>Designate one place in your home where you always pay your bills and keep it equipped with bill-paying supplies: your spending journal, envelopes, stamps, pens, pencils, a calculator, tape, a stapler, return address labels, and a recycling bin for all that junk mail you’re going to dump.</p>
<p>When you pay a bill, write the cheque or transaction number, the amount paid, and the date you paid it on the bill. Put the paid bill in your “bill’s paid” file. Deduct the amount you’ve spent from your spending journal. If a bill has not been paid in full (tax bills are paid over several months, for example) put it back in your bills folder so you don’t forget it.</p>
<p><strong>MONTHLY<br />
8.    Reconcile your bank statements. </strong>When your bank statements come in, put them in your in-box folder. Make a date when all your statements are in (it will depend on when you receive them) to:</p>
<p>a) Review your statements to make sure there are no mistakes.<br />
b) Reconcile your spending journal. Clearly mark the cheques that have been returned to you and highlight the ones in your spending journal that haven’t yet cleared the bank. A cheque that takes a long time to clear the bank can lull you into thinking you have more money than you do. Go back at least one month to make sure all previous cheques have cleared.<br />
c) Talk about anything unusual.</p>
<p>QUARTERLY<br />
<strong>9.    Update your files.</strong> Once every quarter, file all your paperwork to keep your system current.<br />
<strong>10.    Keep in touch.</strong> Have dinner with your business partner to talk about the bumps, your goals, and how you’re doing.</p>
<p><strong>ANNUALLY</strong><br />
<strong>11.    Re-vamp your budget.</strong> Review your budget using last year’s credit card statements and bank statements to see what you actually spent. If you spent more on a particular category, make sure you know why or look for ways to trim.<br />
<strong>12.    Clean up.</strong> Go through your files at the end of each year and throw out bills and receipts that are no longer needed for auditing/budgeting purposes.<br />

			<content:encoded><![CDATA[<p>The provincial government has provided rules/guidance on how it will transition to the implementation of the proposed Harmonized Sales Tax.</p>
<p><strong>Background</strong></p>
<p>The provincial government has announced that it intends to combine the eight percent Provincial Sales Tax with the five percent federal Goods and Services Tax, creating a 13 percent Harmonized Sales Tax (HST).</p>
<ul>
<li>The HST is NOT YET IN EFFECT. The provincial government has indicated that it intends to bring the HST into effect beginning on July 1, 2010; however, note transition rules below.</li>
<li>HST will not apply on the purchase price of re-sale homes.</li>
<li>HST would apply to services such as moving cost, legal fees, home inspection fees, and REALTOR® commissions.</li>
<li>HST will apply to the purchase price of <strong>newly constructed homes</strong>. However, the Province is proposing a rebate so that new homes across all price ranges would receive a 75 per cent rebate of the provincial portion of the single sales tax on the first $400,000. For new homes under $400,000, this would mean, on average, no additional tax amount compared to the current system.</li>

<p><strong>Transitional Rules for New Housing</strong></p>
<ul>
<li>Generally, sales of new homes under written agreements of purchase and sale entered into on or before June 18, 2009 would not be subject to the provincial portion of the single sales tax, even if both ownership and possession are transferred on or after July 1, 2010.</li>
<li>The tax would also not apply to sales of new homes under written agreements of purchase and sale entered into after June 18, 2009 where ownership or possession is transferred before July 1, 2010.</li>
</ul>
<p><strong>Additional Transitional Rules</strong></p>
<ul>
<li>Where services straddle the HST implementation date of July 1, 2010, the tax charged for the service may have to be split between the pre-July 2010 and post-June 2010 periods. However, the HST will generally not apply to a service if all or substantially all (90% or more) of the service is performed before July 2010.</li>
<li>Four key timelines are important (see below). All are based on the earlier of the time the consideration is either due (In general, an amount is due on the date of the invoice or the day required to be paid pursuant to a written agreement), or is paid without having become due. If consideration is due or paid,</li>

<li>Before October 15, 2009, HST will generally not apply (however, see above transition rules for new housing).</li>
<li>From October 15, 2009 to April 30, 2010, certain business that are not entitled to recover all of their GST/HST paid as input tax credit may be required to self-assess the provincial component of the HST with respect to goods or services supplied after June 30, 2010.</li>
<li>From May 1, 2010 to June 30, 2010, HST will generally apply for services supplied after June 30, 2010.</li>
<li>After June 30, 2010, HST will generally apply. An exception to this rule would be where ownership of the property is transferred before July 2010 or the invoice relates to services provided before July 2010.</li>
</ul>
</li>
</ul>
<ul>
<li>With regard to the<strong> lease or license of goods, including non-residential real property</strong>, HST will generally apply to lease intervals or payment periods on or after July 1, 2010 and the general rules noted above will apply. However, where a lease interval begins before July 2010 and ends before July 31, 2010, it is not subject to HST.</li>
<li>With regard to the <strong>sale of non-residential property</strong>, HST is due where both possession and ownership of non-residential property occurs on or after July 1, 2010.</li>
